A Sarà Düra: La lutte NO TAV et son rôle central dans l'évolution du

mouvement antagoniste italien

Les habitants de Val di Susa, au nord de l'Italie, luttent depuis 10 ans
contre la construction d'une nouvelle ligne ferroviaire à haute vitesse
qui passerait sur le territoire de leur communauté.

La vallée est déjà traversée par deux routes de transit, une autoroute,
un tunnel, une ligne ferroviaire, des stations de sport d'hiver, et des
industries minières ayant une forte incidence sur le fleuve. Les
habitants prennent soin de ce territoire exploité, touché fortement par
les infrastructures et les affaires commerciales, et ils essaient
obstinément de garder une relation équilibrée avec l'environnement et
leur histoire.

La partie plus surprenante de l'histoire c'est que cette communauté, une
fois isolée, est devenue, grâce à la lutte, un point de référence pour
le mouvement italien. Se retrouver plongé dans les pratiques de
résistance et de démocratie participative en Val di Susa, a permis aux
militants-es de sortir d’un état d’enfermement autoréférentiel, fait des
discussions ainsi élaborées qu’abstraites, de se libérer des divisions
historiques et d’un passé d'échecs répétés, comme l'opposition sans
succès à la compression des financements universitaires en 2008.

L'expérience de Val di Susa a été nommée l'Université des luttes, en
soulignant sa contribution centrale dans la construction d'une nouvelle
compréhension de la relation entre objectifs et pratiques.
Comparée à la diffusion d'autres pratiques de résistance urbaines, comme
les mouvements d'Occupy, les récents événements italiens
représentent sûrement une anomalie. En effet, non seulement il trouve
ses racines profondes et sa raison d'existence dans un environnement de
campagne et il est capable d’établir avec précision ses objectifs à
court terme, lesquels dirigent chaque décision sur la forme de
résistance à adopter, mais le mouvement NO TAV contribue aussi à une
idée de société humaine plus sage, fondée sur des liens forts de
convivialité, cohésion et solidarité entre les générations.

Ce second aspect a permis à la NOTAV d'attirer plusieurs forces
sociales, comme les étudiants-es en lutte pour la socialisation d'un
savoir non marchande, travailleurs et travailleuses précaires qui
réclament leur droit à la vie sans l'exploitation de leur future et les
mouvements lgbtq qui luttent contre l'oppression capitalistique et
patriarcale.

A Sarà Düra: The NO TAV struggle and its pivotal role in the

evolution of Italian grassroots movements

The inhabitants of the Susa Valley, in Northern Italy, have been in
struggle for over 10 years against a high-speed rail link being built
through their community. The Valley is already crossed by two state
routes, a highway, a tunnel, a railway, there are also ski resorts and
heavily impacting mining industries along the river. People keep taking
care of this exploited territory, heavily affected by infrastructures
and commercial business, and stubbornly try to maintain a balanced
relation with their own environment and tradition.

The less obvious part of the story is that this once isolated,
struggling community has become a benchmark for the entire Italian
movement. Locked in elaborated as much as abstract discussions, hostage
of past and repeated failures, such as the defeat of the opposition to
the University funding cuts in 2008, and of historical divisions, the
Italian
multifaceted movement has found a common ground in practising resistance
and grassroots democracy in Susa Valley.

The Susa Valley experience has been called the University of Struggles,
highlighting thus its pivotal contribution to building a new
understanding of the relation between goals and practices.

Compared to the spread out 'urban' surges, such as the occupy movements,
Italian recent events certainly represent an anomaly. In fact, not only
the NO TAV finds its deep roots and reason of existence in a countryside
environment; not only the short-term goal of the struggle is
well-defined and drives each decision over the form of the resistance;
but it also contributes to a wider idea of human society, built on
strong ties of conviviality, cohesion, and solidarity among generations.

This latter characteristic has allowed the NO TAV to attract many other
social forces such as students in struggle for the socialization of a
non-marketized knowledge, precarious workers reclaiming their right to
build a life free from exploitation and lgbtq movements fighting against
capitalistic/patriarchal oppression.
